About Me
Hi, I’m Timothy Winans, a university student, sailor, scientist, and founder. I study Global Studies at the University of Maryland, Baltimore County (UMBC), with prior training in physics and physical science. I continue to conduct astronomy and astrophysics research through the UMBC Observatory and the Center for Space Sciences and Technology.
My background includes nationally competitive NASA programs such as L’SPACE NPWEE and NCAS, along with honors and leadership organizations including the UMBC Honors College, Phi Theta Kappa, and Omicron Delta Kappa. I previously studied Physical Science at Howard Community College, where I began formal technical and research work.
I founded Aethermark Systems LLC to design and build scientific and engineering systems from concept to deployment. My work integrates software development, advanced systems modeling, computer-aided design, simulation, and rapid prototyping, using software as a critical tool within a broader engineering and product design process.
My academic focus shifted toward Global Studies following my 2024 internship with the U.S. Department of State, where I gained firsthand exposure to the practical mechanics of public institutions, international cooperation, and policy implementation. This experience, combined with my leadership in student government, clarified my interest in how scientific, technical, and security challenges are shaped by political systems rather than solved by technical expertise alone.
I previously served as Delegation Chairperson and Treasurer for the Howard Community College chapter of the Maryland Student Legislature, where I represented my institution at the state level and was awarded Best Senator in Maryland for the 2024–2025 session. Through this work, I developed a strong interest in public policy and international relations, with particular emphasis on security studies and local, state, and national governance. These experiences ultimately motivated me to seek elected leadership beyond campus, leading to my current role as Director of Programming for the Anne Arundel County chapter of the Maryland Young Democrats.
My background in physics reinforces my view that, much like the physical world, public policy and governance operate as interconnected systems, where international, national, and sub-national forces interact to shape the realities we experience locally.
